■ ILO ILO BARRICADED. FOREIGN RESIDRNTS FLEE THE CITY. (Electric Telcgrapli— Copj tight-United Press Association.) Manila, Jan. 9. The Filipino insurgents have saturated the buildings in 110 110 with kerosene, preparatory to the expected attack of the Americans. (Received Jan. 11, 9 a.m.) Jan. 10.— The insurgents have barricaded 110 110. The foreign residents in the city took refuge on H.M.S. Bonaventme. The banks are shipping their treasure. The American Government still counsel a policy of persuasion towards the Filippinos. (Received Jan. 11, 11 a.m.) Washington, Jan. 10. In the Senate Mr Hoar moved and the Senate supported a motion vesting a resolution in the Constitution empowering the Government to acquire colonies without the consent of the people affected. The action of the Senate has caused a profound sensation.
