Setior Montero Rios, a prominent Spanish politician, is negotiating with the Philippine insurgents with the view of obtaining the release of Spanish prisoners. Washington, Jan. 6. Mr Foye, Senator, has confirmed the report that an absolutely "open door" policy is to be maintained in the Philippines. American forces have been ordered to land at Ho 80. General Otes suspects that Aquinaldo is plotting an attack on Manila.
