A BINDING TIE BETWEEN ENGLAND AND THE UNITED STATES. London, June 19. Lord Salisbury, in answer to a question, said that negotiations for the establishment of a permanent tribunal of arbitration between England and the United States were likely to be successful, but it would be premature to expect that a similar process could be applied to Emopean disputes.
