SULTAN AND RUSSIA DISPLEASED. A EUSSO-TURKISH ALLIANCE. Constantinople, .lan. 23. The Sultan appears to be greatly displeased at Queen Victoria's letter insisting on reforms I it> Armenia. The Russian Embassy, too, is greatly con> oerned at the determined attitude now displayed by Great Britain in this matter. London, Jan. 23. The Pall Mall Gazette states that Russia and Turkey have ratified a treaty 'on the lines of the treaty signed between the two Powers at Unkiar Skelessi, on the Bosphonw,' on July Bth, 1833.
