Hobaet, Feb. 7.
The Premiers Conference has agreed to the draft of a Bill embodying the Federation resolutions. The Governors of the colouies are empowered to summon a convention, deciding the place of meeting by a majority. If a division is equal, the Governor of the senior colony shall .decide. Each colony is to contribute to the expenso on a population basis. Provision is to be made for New Zealand coming in at any time without Bpeoiallegisjation,
