It is alleged that the officers of the Chinese fleet, when outside Port Arthur, were ordered to attack the Japanese, bat declined, declaring that the Chinese officials were callous as to the fate of the empire, aorl the people indifferent. WaSHiwoTOir, Nov. 11.— The American Minister in Pekin reports that Port Arthur has fallen.
