SIR H. NORMAN APPOINTED. London, Sept. 4. It is officially announced that General Sir Henry \V. Norman, Governor of Queensland, has been appointed Viceroy of India. Sepfc. 5. Lord Lansdowne's term as Viceroy of India expires in December. The Times says Sir Henry Norman's appointment comes as a great surprise. The Daily News thinks few men could bo found v\ho would fill the position better. The appointment of Sir Henry Norman as Viceroy of India astounded the highest Anglo-Indian circles. The Marquis of Lansdowne was not informed of the appointment.
