THE BULGARIAN CRISIS.
— *~ ♦ London, Dec. 11. The Russian Government have withdrawn their objection to the validity of the Bulgarian Sobranje, but insists there shall be a change of the members in the Regency. St. Petersburg, Dec. 11. A denial has been issued to the report recently current that Lobranoff would replace M. de Giers, Minister of Foreign Affairs. The official Messenger,initsissuo to-day, publishes an article stating that the recall of General Kaulbars and tha Russian agent from Bulgaria was not intended as a severance of the ties which unite Russia and Bulgaria.
