[FBOM OUB OWJS COBRESPONDBNT.] LONDON. May 25. The Chancellor of the Exchequer made a statement in the Commons to the effect that after full consideration of Cape affairs, British. Government decided to appoint Sir Garnet Wolseley to the supreme military and civil command of the National Transvaal and adjoining districts, including the seat of war. May 26. The Secretary of State of the Colonies, in reply to a question, said Sir Garnet Wolseley was instructed to entertain bonajide and honorable peace proposals.
