ELECTORAL BILL
A DRASTIC CHANGE
. The Electoral Bill, which will not be gone on with this session, was. circulated on Wednesday. It proposes the compulsory registration of electors and a penalty up to £1 for failure to register. 'The abolition of the existing roll and the preparation of a new one arc provided for. Proportional representation is proposed for the four city areas, which will still return the same number of members, except that for by-elections these areas will use the preferential voting system. For electorates outside the cities preferential voting is proposed. For the purposes of proportional voting, the Auckland division will comprise the electorates of Auckland West, Central, East, Grey Lynn and Parnell. The Wellington division will comprise Wellington North, Central, East, South, and Suburbs. Christchurch will comprise Christchurch East, North, South and. Avon, and Dunedin will comprise Dunedin North, West, Central and South.
