PROTEST AGAINST TAXATION OF PILGRIMS TO MECCA.

The Moslems of India have addressed a petition to the Viceroy _ against the proposals to regulate pilgrimages to Mecca. They urge that the increased tuxes on pilgrims are exciting hostility, and their practical effect is to prohibitlarge numbers from reaching the surest way to Paradise. They also contend that the taxes are a breach of tbeQueen’s proclamation of 1858 securing the religious rights of all the in habitants of India.
