TAMPERING WITH THE AMERICAN MAILS.
A remarkable discovery was made on board the White Star steamer Celtic, which lately arrived at Liverpool from New York. Three days ont from New York a mail bag was found concealed in one of the saloon closets. It had been cnt open, and the contents, dispatches from the British Consul at New York to the Home Government, were torn and crumpled, apparently after having been read. Inside the bag was another, specially scaled, which also had been opened, but it is not known if anything had been abstracted. The occurrence mnst have taken place before leaving New York, as it was impossible to gel at the mails after leaving the dock; and it is surmised that it was an endeavour by the Fenians to ascertain what was passing between the Consul and the Government. Another theory is that it was an attempt at robbery. The affair, which has created some sensation, is being investigated.
