It is reported that there are 60,000 Russian troops concentrated at Kars* in Armenia, > Mr Duke, President of the Local Government Board, speaking at Chelsea, stated that the Government programme for next session would include measures for the establishment of country Boards, the assimilation of the County and Borough, promise reforms of. the London Corporation, redistribution of seats, renewallof'fthbd^ballot, i clicking/corrupt practices at elections, and amendment of the Patent and _ Bankruptcy Laws of Ireland. Senate of the United States has passed a Bill for removing appointments to the Civil Service from the sphere of politics. Intelligence received in India from Cabul states that the Ameer of Afghanistan has succeeded in suppressing a rising which has broken out in Gabul. The newly appointed Archbishop of Canterbury, Dr Benson, will be enthroned after Easter. 'Viscount Enfield, Under-Secretary for India, has resigned.
