August 27 The King sent a message of sympathy to Sir Hughe Hugesseu. The Japanese Ambassador will visit Air Eden this afternoon to convey his regrets. PLANE ATTACKS DISCOURAGED. SHANGHAI, August 27. Foreign diplomats have requested Japanese planes not to attack nonmilitary positions at Narking The Japanese Spokesman further elucidated the blockade and sai<l that Japan would not interfere with foreign shipping even when carrying arms. MORE JAP. SYMPATHY. TOKIO August 27. The vice-Minister of Foreign Affairs called at the British Embassy and expressed most sincere sympathy concerning the Hugessen attack. Cabinet lias considered the incident and delayed decision on measures it will take pending iesults of an investigation by authorities on the spot.
