REGIONAL PACTS ADVOCATED. SPANIARDS FORCEFUL LANGUAGE. (Received 12.30 p.m.) United Press Assn.—By Electric Teleerra r*b —Co pvri c h t, . GENEVA. September 25. Air Eden at the League Assemblysaid that members of the Council should early show how far they were prepared to intervene in the cause of peace as it would be a powerful deterrent when military preparations weio afoot. Regional pacts* could be devised to strengthen the covenant and Britain was resolved, to negotiate such a pact in Western Europe. Britain would persist in her rearmament until the nations had reached a limitation agreement, not only in weapons but in war mentality which must be laid aside. THE SPANISH OUTBURST. Sen or Del Vayo the Spanish Foreign Minister, described the non-in-tervention agreement as a. “juridical monstrosity amounting in. practice to intervention on behalf of the rebels and a blockade against the Government.’' The policy of non-interven-tion had been entirely advantageous to the rebels and the embargo had not deprived them of anything.
