SCHEME NUMBER 5. ALLEGED RESTRICTIONS. Cr. A. W. Bisset (chairman) presided over the monthly meeting ot the Pa hie tun County Council on Saturday. There were also present Crs C. Hodgins, T. Fouhy Felix Holton, F. T. Horne, F. V. Bryant, C. Lassen, M. R. W hitta and J. RNelson. . _ The Commissioner of Unemployment wrote under date October 29th : “I have to acknowledge receipt or your letter of 23rd instant in which a reply is requested to your letter of 19th July last concerning the alleged restrictions imposed on Scheme 5 employing authorities. “The Unemployment Hoard has considered yoiur Council’s representations, but regrets that it would not bo possible at this juncture to materially alter the conditions of employment at present operating under Scheme 5.

“I would point out, however, that the Hoard is endeavouring as far as possible to tiansfeu* the unemployed from Scheme 5 work or sustenance* to full-time works at standard rates of pay, and in this connection you are no doubt aware of the action being Taken to inaugurate a fairly extensive policy of public works throughout the; Dominion. It is hoped that by the drafting of a, lajrgo number of men to full-time works in the near future, together with the* seasonal farming work which will be.* offering from now on, tin* number of men which your Council will bo called upon to provide employment for under Scheme 5 will be very considerably reduced.”

“Referring to your request of 7th ultimo that ‘rider’ rails be fitted to the railway crossing just south of the Pahiatua railway station, 1 regret that I cannot arrange to have the work done at present.
