The deadlock between Government and Congress is now regarded as complete, following the publication by Gandhi of a lengthy statement containing grave charges against tlie Government for a breach of the Delhi Agreement, including the maltreatment cf villagers by landlords during rent collection. Government officials are alleged to be guilty of connivance.
