A NEW SPANISH PLOT . RUTHLESS CHINESE PIRATES. (Received 10.5 a.m.) United Press Assn—By Electric ■ Telegraph—Copyright. PARIS, September 30. Le Journal’s Sr.n Sebastian correspondent alleges that the De Rivera Government is contemplating wholesale arrests and severe penalties after the discovery of a new plot to overthrow the directory. The conspiracy is believed to be widely, supported by Spanish exiles abroad, also the inhabitants of the province of Navarre, where there is intense discontent. The vessel entered Honghai Bay, whore the ship was systematically looted. Eighty, thousand dollars’ worth of cargo was carried off. the ships’ boats and crew being compelled to assist.
