The State Department has announced that Frame and Italy liavo declared tlieir willingness to sign the Kellogg Anti-War I’ilh. Italy sent a brief concise Note signed by Signor Afussolini. stating the agreement of tlie Royal Government with the contents of the Kellogg proposal. Af. Briand. at more length expressed Frame’s satisfaction that the Treaty diil not restrain nations front the right of self-defe nee. ItOAIE. July 5. Signor Afnssolini. announcing a. full acceptance of the Kellogg Pact, agrees with the interpretations of the Treaty contained in Air Kellogg’s draft.
