SHIPOWNERS LIABILITY.
TJNDKH ISTU. OF FADING. Th© Imperial Shipping Commit too has submitted its report on the limitation of shipowners’ liability tinder bibs of lading. It unanimously recommends uniform legislation throughout the Empire on the lines of the existing Acts, but based more precisely on tjie Canadian' Water Carriage Goods Act, 1910, subject to provisions in regard- to (L) exceptional (‘arses in* which goods can be carried at owner’s risk; (2) the precise definition of the physical limits to a shipowner’s liability; and (3) the. fixing of the maximum monetary limits of liability.
The report deals with methods of deciding upon exceptions and limits, and in this connection proposes the establishment of a special body common to the Empire, and indicates other matters which might be referred to such a body. The constitution of this body and. other functions it might undertake are deferred for a later report.
