Lord Beresford, in a speech at Portsmouth, assured Air Churchill that bo would loyally support him if he aimed to strengthen the fleet in the way that nobody would dare to attack. He rejoiced that Air Churchill was adopting a war staff, which was the best means of securing instant readiness.
