As was first reported at Valpariso, the missing boat belonging to the barque Pitcairn Island, which was burnt at sea, has reached Punta Arenas. ARBITRATION CONFERENCE. London, May 29. Representatives of nearly twenty European Parliaments will meet at Westminster Hall on July 23 for a three days’ conference to discuss the question of arbitration. IRISH LABOURERS BILL. London, May 29. Mr Brvce'* Labourers of Ireland Bill, providing for four quarter million loans on land purchase terms, enabling County Councils to erect twenty-five thousand cottages, was read a first time. Towards the annual interest twenty-two thousand three hundred pounds will be derived from Trish sources,, besides tliirty-five thousand pounds from rent, and twenty-eight thousand annually from the Exchequer grant, leaving twentythree thousand pounds to be borne by rates. CUST<IMS ARRANGKMENT. London, May 29. The Powers are willing that the Porte increase the Customs by three per cent., conditional on numerous reforms being instituted.
