The postcriptions against the progressive party are causing a reign of terror. Contingents of Italian and Japanese marines have been ordered to Pekin. It was announced somo time ago that the strong pressure brought to bear by (ireat Britain upon the Chinese Government was successful in preventing the conclusion of the negotiations to transfer tho loan for the extension of the Shanghai-Kwan railway to Nouchang from the llong- 1 kong-Sbanghai Bank to the RussoChiueso Bank. The final contract has now been let, under which the former hank accepts the security. Tho loan is unobjectionable to Russia.
