Lord Salisbury has notified the Powers that the southern boundary of the empire of Morocco has been extended to Cape Bojador, 250 miles further south than Wad Draa, which the Earl of Granville, as Foreign Secretary, allowed to be the Southern Atlantic limit of Morocco. The concession being by fiat has provoked the comment in Europe that Lord Salisbury’s intention is to prevent any other nation obtaining a foothold on the African coast in that quarter.
