Received August 27 at 10 a.m. St. Petersburg, August 26. M. F aure was present at a review of 20,000 troops at Krasnoye Selo, the summer camp of the Russian Imperial Guard, 10 miles from St. Petersburg. At luncheon the President said the French Army had commissioned him to express to the liussian Army their reciprocal confidence and confraternity of arms.
