The Queen and members of the Royal family not attending the Czar’s funeral held a memorial service similar to that in St. Petersburg. A similar service was conduced in the various European capitals. Allan Ferguson, son of Sir James Ferguson, pleaded guilty to incendiarism at the Trinity College, in Glenalmond, near Perth, Scotland. The fire destroyed 18 rooms, besides a museum attached to the College. Received 10.20 a.ra. London, November 20. The War Office lias decided to invite tenders for five years’ supply of frozen mutton for troops at Malta and Go/.0. Tenders must be in by February Ist and the successful tenderer will be granted at a nominal rent a twenty years’ lease of a site at Malta for refrigerating stores. St. Petersburg, November 20. The Prince of Wales and other royalties remain hero until tho marriage of Czar Nicholas on Monday, when the new Czar will order the release of a number of criminals as a mark of his ascending the throne. Received 0.65 a.in. London, November 20. The Butter Committee has not dissolved, but the members have agreed to sell independently. Bir C. H. Smith succeeds Major-General Tuliock as commander of tho military forces in Victoria. It has been ascertained that on the occasion of the sudden summoning of the English Cabinet on October 4th, when it was thought that diplomatic relations with France were strained, the Canadian Government offered to dispatch and maintain a regiment whenever required.
