Russia and England have agreed that tho rivers Murghab and Punjah shall bo the respective boundaries of the Pamirs, tho country between them to be neutral. The Russian Policy. De Giers has notified tho Powers that the Czar has resolved to adhere to the pacific policy of his fathers and devote all his strongth to tho internal welfare of Russia. Tho stevedores on strike in New Orleans have destroyed by fire numerous bales of cotton. Borrowed Money. Washington, November 13. It is reported that tho Government intend shortly to raise a hundred million dollars loan, and that half of tho amount will be placed abroad. Norwegian Elections. Christiania, November 13. Tho strength of parties in the present Storthing are Right and Moderates 55, and Radicals 59. In the old Storthing tho numbers were 50 aud 64 rospfcctively.
