Shanghai, October 15. The report of the rebellion in China is confirmed. The first rising took place one hundred miles from Hankow. The rebels, who are fairly armed, killed two mandarins and several soldiers. The Emperor of China does not approve of the proposals for peace, but the Dowager Empress is in favor of them. Received 1 a.m. Shangaai, October 16. The Penyang squadron is ready for sea. An Imperial edict has been issued at Pekin accepting full responsibility for protecting foreigners. It is denied that the Chinese have made proposals for peace. London, October 16. Tlie Times says that not a single power is willing to advance Lord Roseberry's proposals to impose peaoe on China and Japan.
