Wellington, This day. The House met at 2.30. Keplying to a question it was stated the Public Works Statement would be brought down when the general estirn ites and policy bills of tho Government had been disposed of.‘ The Shipping and Steamers’Act Amendment Bill was put throught its final stages. Amendments made in the Shops and Shops’ Assistants Bill were agreed to. Mr lleeves said he did not concur in the amendment bringing hotels under the working of the act, as he thought an amendment like this should be inserted in the Licensing Act. He took no responsibility for that amendment, but said he did not ask for the recommittal of the Bill. The Bill was then put through its final stages. The House went into Committee of Supply for the consideration of the estimates, taking the Colonial Secretary’s department, but no alterations were made up to the dinner adjournment. Later. The House resumed at 7.30. In Committee on the estimates of the Colonial Secretary’s department, an item of XSOO for the New Zealand Instituto was reduced by I!1 as an indication to the Government that the expenditure under that head should be curtailed. A long disoussion took plaoe on the item of jGIOO, house allowance for the Hon. Mr Carroll. Mr Seddon explained that the vote was really a saving, because if the .£IOO were not paid to Mr Carroll he would have to receive 30s a day travelling allowance except during recess. Hone Heke contended that as long as Mr Carroll represented the native race iu the Cabinet, there was no necessity for Mr Seddon to act as native minister. The Hon. McKenzie said Mr Carroll had saved far more than his salary to the Colony. Mr Carroll considered his services were worth what he received, but he would place himself in the hands of tho House. A motion to strike out house allowance to Mr Carroll was negatived on the voices and the total vote reduced by XT. The total votes for the Colonial Treasurer’s Department, Justice Department, Postal and Telegraph Department, Customs and Marine Department, Lands and Survey Department were passed without alteration. In the Legislative Department, on Mr Seddou's motion,the salary of the Sergeant-at-Arms (four months) was reduced by £l6. The Defence Department’s estimate provoked long discussion, but were passed without alteration, as also was the vote for the Police Department. Progress was reported, and the House rose at 12.
