Grey, Political Secretary of the Foreign Department, said it was decided to proclaim a protectorate over Uganda proper, and a commissioner would be appointed to administer affairs there. A sub-commis-sioner would bo appointed to administer the country from lake Victoria to the coast. It had been decided not to construct a railway in the latter mentioned country. R. L. Stevenson’s Letter. London, June 2. Mr R. L. Stevenson, the novelist, in a letter to the Times, accuses the consuls in Samoa of injuring the prestige of Chief Justice Idez in pardoning those guilty of head hunting. He also claims an amnesty for Mataafa and his adherents. The Times, while not sympathising with the complaint, urges the extremists in Germany to aecept a New Zealand protectorate'with equal treatment to the subjects of all nations. Mrs Gordon Baillie. London, June 2. Mrs Gordon Baillie, on a charge of obtaining picture* by false pretences, was convicted and sentenced to seven year*’ imprisonment. Canadian Conference. London, June 2. Investigations by tho High Commissioner into the alleged robbery of £IOO and suppressing the message of submission from the late King Lobengula'a messengers by two Buclmanaland police troopers has resulted in the conviction of troopers Wilson and Daniels, and a sentence of fourteen years’ imprisonment was imposed. Murder and Suicide. Berlin, June 3. Herr Seiger, a prominent painter in tho city, owing to monetary losses, poisoned and hanged four of his own children, and afterwards his wife and himself jointly committed suicide by taking poison.
