through committee without material amendment, and put through the final stages. The Land and Income Assessment Act Amendment Bill was committed. In clause 4 that Land and mortgages of building societies be exempt, on Mr Ward’s motion it was decided that the exemption should apply to building societies whose mortgages were less than £50,000. In clause 7 the minimum penalty for non-compliance with the requirement of the commission to furnish a return was fixed at not less than £2 instead of £5. In clause 15, a motion by Sir Robert Stout that exemption of improvements be struck out was lost by 29 to 10. The increase in the graduated tax was affirmed bv 28 to 14. The Bill was reported and amendments agreed to and the third reading fixed for to-day. The House rose at 3.30.
