CAUSES OF POVERTY.

VOCATIONAL TRAINING URGED. CHRISTCHURCH. March 2. There was a wide scope for the study of poverty and the causes of poverty in the Dominion on the part of the Social Welfare Committee of the hospital boards, said the Minister of Health (the Hon. Jj. A. Young) when ho delivered a comprehensive address to the annual conference of the New Zealand Hospital Boards Association this morning. Mr Young said that he thought that the larger hospital boards should make provision for the vocational training of applicants for relief. In some countries they had developed that phase to a great extent. At the present time an officer of the Health Department (Dr Gray) was on a world tour to study methods of treating mental defectives and the feebleminded. The speaker had given instruc-, tions to the doctor to go to Sweden, where' there was one of the most advanced and satisfactory methods of dealing with social relief, in order to study the system, more particularly with what was known as preventive .charitable relief.
