MENACE OF WORN-OUT CARS.
Apparently no one has ever figured out just when a car ceases to be a car, nor when it should be barred from the road as a broken-down gasoline wagon, undesirable and unsafe (remarks a New York writer). A car may rest in a side alley garage, neglected'and forgotten. But by and by someone comes along and treats it to a coat of paint, a generous great' R. and a set of new tyres. It is then supposed to be qualified to take its place among other motor cars, the safety of which depends upon the proper functioning of the mechanical units quite as much as on the skill of the operator.
