PARIS, January 3i. A conference of Ambassadors decided to send a note which it is understood amounts to an ultimatum, requesting Lithuania to restore the normal situation at Memel and demanding the withdrawal of the Litnaanian troops and armed bands, the dissolution of the Provisional Government, and the re-establishment of inter-Allied authority. It is understood that the note threatens forcible action. February 2. The Petit Parisien’s Riga eorreopondent reports that the Lithuanian Insurgents have instituted a Council of State over which one Reizis presides, which has proclaimed Lithuania’s occupation of Memel, and has abolished the frontier between Memel and the Lithuanian Republic. The council is creating a military depot, and is purchasing munitions and preparing for armed resistance against- any Powers that do not recognise the changes. The Ambassadors' Council has sent an ultimatum to Lithuania demanding the removal of troops from Memel and the dissolution of the Citizens’ Committee within fieven days, otherwise diplomatic relations will be broken off.
