i JAPAN’S SHANTUNG PROPOSALS. WASHINGTON, September 16. (' The Japanese Embassy has published Japan’s Shantung proposals submitted to 1 China. The principal provisions are; 1. The leasehold Iviaoehau rights origin- j ■' ally- granted to Germany over a 50 kilo--5 metre rone round Kaiocnau Bay shall be i restored to China. 1 2. Japan will abandon her plans for i Japanese exclusive settlement or inter- ; national settlement of Tsingtao provided 1 that China opens the leased territory of » Kiaochau as a free trade port and permits i nationals of all foreign countries to reside > there and carry on commerce. China shall - also open Shantung Province for residence ; and trade to all foreign nationals. 1 3. The Ivaiochau-Tsi Nan Fu raihvav 3 and all mines appertaining thereto shall 1 be worked by joint Chino-Japanese enter- > prise. r 4. Japan will renounce all preferential rights for the supply of personal capital
material stipulated in the Chino-German Treaty of 1898. It is authoritatively intimated that if China declines Japan’s proposal regarding the return of Shantung, Jajoan may refuse to discuss the Shantung question at the Washington Conference.
