PLAGUE AND CHOLERA. HELSINGFORS, June 22. According to tlie report of tlie PanRussian Health Congress at Moscow, plague is rapidly spreading in South-east -Russia from Persia and Siberia. Choiera is raging in the southern and middle areas. There is hardly one pait of Russia which is unaffected by malaria. These alarming conditions are due to flies and gnats carrying disease germs.
