AAIERICA'S PRG’GRAMME. WASHINGTON. February 12. In the Senate during the naval debate Senator Poindexter, in supporting a capital shipbuilding programme, said that if the United States accepted a postponement of the plan it would be a defeated nation, and would lose its insular possessions. America should not sit at a conference table unarmed. February 14. Afr Brooks (Illinois) has introduced an amendment to the Naval Appropriation Bill in the House of Representatives providing that Senator Harding (Presidentelect) must call a disarmament conference before any funds are available for the continuance of the United States 1916 nav.il building programme.—A. and N.Z. Cable. An amendment to the Naval Appropriations Bill was defeated, and the entire measure was passed providing funds to carry out the 1916 building programme, which, when completed, will make the United States navy larger than Great Britain’s. The measure, however, reduces the enlisted marine personnel from 170,000 to 120,000. JAPANESE PROPOSAL DEFEATED. TOKIO, February 13. In the Diet, Mr Ozaki, a former Alinister, advocated an Anglo-Japanese-. l ' merican naval agreement and the reduction of the armies in accordance with the League of Nations Disarmament Commission. A resolution to this effect was defeated by 225 votes to 38, the Alinisterialists com bining with most of the Opposition to defeat the resolution. AN AMERICAN SUGGESTION. WASHINGTON, February 15. Senator Borah has offered an amendment to the Naval Appropriation Bill providing for the calling of a disarmament conference of representatives of Great Britain, the United States, and Japan.
