SURRENDER OF FIUME.
ROME, January 1. Arrangements have been made for final details in regard to the surrender of Fiame, under which the authorities and the citizens are left to decide the fate of D’Annunzio. The Italian Regulars will he withdrawn to the frontiers when all the conditions are fulfilled. January 2. A Milan correspondent writes that D’Annunzio has published his thousandth proclamation, which says: “I am leaving in trust to Fiume my dead, my sorrow, and my victory. The unknown belongs to me.”
