TROUBLE WITH MEXICO.
(By Cable.) WASHINGTON, August 14. A note warning Mexico of a radical change in United States policy towards her unless the treatment of foreigners is improved has been despatched to President Carranza. MEXICO CITY, August 14. The Government, replying to the United States Note, takes exception to the tone. It points out that violence is common in the large cities and the unsettled areas. It suggests that it is strange the United States should demand protection., for foreigners, more especially in Mexico than elsewnere. The Government suggests Americans should leave unsettled districts and come to the more populous places, where they would be more readily protected. OTTAWA, August 14. _ The arrest of three officers of the Mexican army revealed a plot to overthrow the Carranza Government. NEW YORK, August 15. The United States has prohibited the further exportation of arms and munitions to Mexico. ■ MEXICO CITY, August 15. President Carranza has ordered Mr William Cummings, British Charge d'Archives, to leave Mexico.^ WASHINGTON, August 16. President Carranza's action followed a statement in the British House of Commons that Britain did not propose to recognise the Carranza Government until guarantees have been given for the protection of the lives and properties of British residents in Mexico. The British Embassy at Washington conferred with Mr Lansinjr (Secretary of State), but it is understood that remedial action is impossible. The Charge d'Archives is an unofficial position, so Mr Cummings has no official status;*
