REPATRIATION BOARD.

NO PROGRESS BEING MADE. WELLINGTON, January 12. The silence of the Repatriation Board about the preparations for the return of the bodies of men expected in a few weeks must puzzle anyone not understanding tha reasons. The fact is that the administration by a board is manifesting its weakness already. Progress has always been slower than it ought to have been, and lately progress has stopped altogether owing to tho absence of two members of the board from Wellington. Had the two members been cne Reform and one Liberal member something might have been done, but the two members here were both Reform Ministers, and it was to prevent one side from doing everything and getting all tho kudos that the board was formed. It seems now likely, unless some change is made, that the board will earn kudos for either side. . The scheme seems almost to be breaking down.
