WELLINGTON, January 29. At the annual mooting of the New Zealand Institute the president's address was devoted mainly to emphasising the great importanco of scientific research, and urging greater encouragement by the Government. The Hector Memorial Committee unanimously recommended T. F. Cheeseman as recipient of the Hector medal and the prize for research in botany. Di* Cookaync was elected president. The Hon. G. W. Russell said ho was surErised to 'find that the annual grant of £SOO ad not been increased since 1858, and he would placo before Cabinet the proposal to increase the grant substantially on clearly-defined lines. His own idea was that Parliament should be asked each year to vote a special sum to be used in providing equipment for the four university laboratories, and also the Dominion Laboratory. The time had come for Now Zealand to face seriously tho question of utilising byproducts and creating secondary industries.
