A Bill lias boon introduced into Congress for a fine of SOOOclol. with an alternative of five years’ imprisonment, in the case of
restaurants not observing meatless and wheatless days. Owing to a shortage of coal needed for ships, tho United . States Government has closed all industries east of tho Mississippi for five days, and will close all industries and theatres every Monday for 10 weeks. Monday's newspapers will also be restricted to one edition. The order docs not affect railroads, hospitals, public utilties, or war munition factories.
Tho Senate adopted a resolution postponing tho operation of tho coal order for fivo days. It is announced that Unitod States chemists have perfected a gas mask superior to that used by the Allies, and it may be Widely used by the European forces.
_ A Bill creating a War Council of three civilians will bo introduced in tho Senate. It empowers the council to co-operato with President Wilson in the entire conduct of the war. A bomb has been discovered near a United States battleship which was being dry docked at an American port. Plans aro being matured to transport 110,000 labourers from Porto Rico and tho Virgin Islands as railroad ■ and agricultural workers. BRAZIL'S ATTITUDE. Sonor Machado, a Brazilain Senator, interviewed by Lo Journal, said that Brazilwould participate in the fighting in Europe, and already 400,000 volunteers had been enrolled. A special article in tho New York Tribune states that Brazil will put 2,000,000 men into tho field, and several hundred thousand men will be on the west front in a few months.
