UNITED STATES' PREPARATIONS.

The United States Senate passed the 2,400,000,000 War Revenue Bill, also an Act prohibiting trading with the enemy, and providing that foreign language newspapers must print an English translation in a parallel column. The Senate also passed a Bill providing for the conscription of aliens with the exception of those exempted by treaty. It! provides for tho conscription of Germans, Austrians, Bulgarians, and Turks for non'< fighting services. It is estimated that the Act will affect more than a million subjects of alien Powers that are- friendly to the Allies. President Wilson has issued a proclamation placing the sugar industry under strict license. It is now virtually under Mr Hoover's control, which will stop speculation. The office of the German newspaper Philadelphia Tagoblatt was raided by the authorities and the editor arrested. United States artillery is now training l on tho west front. Great Britain has invited a number of Congressmen to visit the west front. Washington officials state that Germany is endeavouring to start a peace propaganda in the United States, in order to delay America's war preparations; but tho" United States Government will redouble its efforts. Dr Baez, former President of Paraguay, has evidence that Germany planned a war of conquest of Latin America preparatory to fighting the United States. Speaking at tho Empire Parliamentary luncheon, Mr Bonar Law declared that six months ago. if they had been without tho United States' aid, the Allies' financial position would have been most disastrous. British-Americans understood that victory now was a question of nerves and staying power.
