UNITED STATES' PREPARATIONS.

The United States Senate passed the 2,400,000,000 War Revenue Bill, also an Act prohibiting trading with the enemy, and providing that foreign language newspapers must print an English translation in a parallel column. The Senate also passed a Bill providing for the conscription of aliens with the exception of those exempted by treaty. It! provides for tho conscription of Germans, Austrians, Bulgarians, and Turks for non'< fighting services.
