CONTROL OF APPOINTMENTS. WELLINGTON. September 13. Mr Payne gave notice of a question 13 the House to-day in which he suggested, without naming anybody, that somebody besides the Surgeon-general insisted on interfering in the appointment of the staffs of hospital ships. The reference was plainly to the Governor-general. Sir James Allen replied to the question on the instant. The suggestion in the question, he said, was very improper and entirely wrong. The hospital ships were controlled absolutely by the Defence Department, and by nobody else.
