POLAND.
A prominent Polo suggests that the best moans of counteracting the AustroGermans’ efforts to raise a Polish army would bo tho proclamation of a solemn guarantee to tho Polish nation of then autonomy, signed by the Czar, and countersigned by Franco, England, and Italy. Tho newspapers at Cracow disclose the fact that a league of the Polish State has been organised at Lublin, with tho consent of tho authorities, and composed of elements supposed to be favourable to Austria, it demands a Diet based on universal suffrage, with full legislative guarantees of liberty of discussion and decisions; also that a State Council bo constituted by Lie Diet, such Council to be the Diet’s diplomatic organ, its responsible executive, and its solo head.
