RUSSO-JAPANESE AGREEMENT
TOKIO, July 21. The conclusion of the Russo-Japanese Convention has been enthusiastically celebrated in the principal cities of Japan. Count" Okuma says that the treaty signifies the assumption of the paramount positions by Japan and Bnssia in the Orient. *
