PROPOSED WAR COUNCIL.
LONDON, October 29.
The Dail Telegraph says it is understood that Mr Asquith will announce on Tuesday the formation of a War Connell not exceedin'* six or eight Cabinet Ministers, clothed with executive powers to carry out their decisions without reference to the Cabinet, but with the reservation that any proposal involving new expenditure or a reduction, or a new departure in war operations must be referred to the full Cabinet.
