WASHINGTON, October 18.
The Pan-American Conference has decided to recognise Carranza as Chief of the Executive de facto Government in Mexico. October 20. President Wilson has declared an embargo on the export of arms and ammunition to Mexico, as an outcome of the United States’ recognition of Carranza as de facto head of the Mexican Government. German Americans are demanding that the United States ought also to place an embargo on the export of munitions to the Allies. The American press points out, however, that the two cases are radically different, as Carranza is still able to secure arms and ammunition, because he is recognised as the head of the Mexican Government.
