LONDON, October 19. General Eric Swayne, speaking at Hull, said that Great Britain needed three million more men before spring. He estimated that Germany had still between nine and 10 million men, of ages ranging from 18 to 45 years. It was useless of talking of wearing out Germany, but if Britain raised an additional three million men, the Ger« man numbers would be counter* balanced, and the enemy would recog* nise that it was fruitless to continue the war. Great Britain did not want conscription, but unless the three mil* lion men were recruited by spring the military authorities could not be held responsible for the result. THE USE OF GAS. PETROGRAD October 18. The newspaper Retch says that the Crown Prince and General von Hindenburg initiated the use of gas. The Crown Prince said that with gas he could dislodge the Allies on the Avest front. The majority of the generals dissented, but von Hindenburg supported him, and the pro posal was adopted.
