WASHINGTON, October 11. The Secretary of War (Mr L. M. Garrison) proposes am enlargement of the American standing army to 120,000 men and of the trained reserve to 300,000, with a reorganised national guard of 160,000 men; also a proper aeroplane equipment, and doubling the artillery ammunition. Mr Roosevelt has recently been campaigning vigorously against the United States unpreparedness, pointing out that America is behind Australia, despite the enormous disparity in population. It remains to be seen whether Congress will approve Mr Garrison’s proposals.
